Pressure washing has always been a simple low-cost option for property maintenance but recent regulatory changes brought strict rules and harsh penalties regarding pressure washing and the discharge of waste water into the storm sewer systems. Any cleaning of parking lots, garages, industrial buildings and vehicles or equipment is subject to these regulations.
Under the Texas Water Code and the City of Houston Code of Ordinances property owners, property management/service companies, and subcontractors can be subject to the following penalties if found guilty of discharging wastewater into the storm sewer system:
TWC Sec. 7.145 Intentional or Knowing Unauthorized Discharge
- Individual can be subject to $1,000-$100,000 fine and/or up to five years incarceration
- Companies can be subject to $1,000-$250,000 fine
- Repeat offender can see their penalties doubled
TWC Sec. 7.147 Unauthorized Discharge
- Individual can be subject to $1,000-$50,000 fine and/or up to one year of incarceration
- Companies can be subject to $1,000-$100,000 fine
- Repeat offender can see their penalties doubled
